Most communities have certain special areas that date to earlier periods in the locality’s development. Over time, these areas become historic and are designated by the community as such. Localities often create a historic district ordinance and review board to protect them. This citizen panel approves all new construction, changes to existing buildings, site work, or demolitions within the historic district.
